present I am inclined to think that if a Passed Cadet were
appointed Registrar in the future it would be just to give
him the whole pay of $2,400, in which case he would of course
cease to draw any pay as Cadet. Such an Officer would be the
holder of a substantive (though temporary) appointment, and
should enjoy the same advantages as if he were appointed to
any other substantive post in the Service. The question of
the pay of any future Registrar of the Land Court, however,
will be duly submitted to you for consideration when the
occasion arises.

With regard to paragraph 8, it was necessary
to appoint an Officer to act as Police Magistrate in the New
Territory when Mr. Hallifax came in to Hongkong to act for
Mr. Brewin in the office of Registrar-General. As Mr. Wood
was already living at Taipo as Registrar of the Land Court he
was the only suitable person to be appointed. The question of
the allocation of the $100 a month was settled in favour of Mr.
Wood on the ground that the allowance should go to the Officer
who actually performed the work. Had it been a fixed portion
of Mr. Hallifax's pay he would have continued to draw it him-
self, as during Mr. Brewin's vacation leave the Acting Registrar-
General was of course on full pay. I attach a copy of certain
minutes on the subject which will show how the matter was
decided. I regret that his Acting appointment as Police Magis-
trate (which only lasted four months) was accidentally omitted
from the enclosure to my Despatch No. 547 of 18th. December,
1902.
